  You might make a section -- a small area of the city. You could use balsa wood and styrofoam to cut and carve out stones, bricks, beams, sections of buildings, etc. Adhere it on a base and cover it with an adhesive, maybe spray, and sift sand on it. Then airbrush it with shades of grey and black. You could also use air dry clay to model miniature figures and more. Just be sure to seal them with a commercial sealant so they are waterproof.
