Answer:
This is a difficult one... my best guess is limestone. A lot of old statues were made of limestone because of its resistance to weathering. Here's a quote from a page on the history of gargoyles; "Certain types of limestone of the Seine basin, like Liais-cliquard, lent themselves marvellously to the sculpture of these long pieces of stone that project over the constructions. A firm, resistant material was necessary for these conditions to inhibit all causes of destruction. It is also in Paris or in the country where Liais are found, like in Tonnerre for example, where we can see the most beautiful gargoyles. Furthermore, the Paris sculpture school in the Middle Ages is clearly superior to those of neighbouring provinces, especially in statuary. Gargoyles were used systematically in Paris around 1240 ; it is at Notre Dame that we see some gargoyles appear on the upper cornices rebuilt around 1225. They are short, robust but already sculpted by skilled hands."

The gargoyles of Notre Dame are made of stone. Believe it or not, they are actually used as drains for the roof. Water from the roof comes out of their mouth's. Gargoyle actually comes from a latin word meaning gullet or drain.
stone because it lasts long and needs less restoration

They're carved from the same stone as the blocks used for the rest of the cathedral.

Notre Dame was built in a time when gargoyles were carved out of stone by experienced stone sculptors. They did not mass produce them. More than likely they were made out of hard Granite.
