What is the best DSLR Camera for a just starting out photographer?

There is none. All dSLR's are basically the same. The more range in settings, the bigger the digital sensor, the larger the LCD and the more straightforward the design is, the more expensive the camera becomes. Get the most expensive you can afford if you intend to be serious with the craft. If not, get the cheapest. Just remember, in photography, you get exactly what you paid for.

If you are just starting out, a DSLR wouldn't be good.Since you practiced with regular cameras, perhaps a bridge camera. To get professional photos,you obviously need some money..You need a DSLR (600$+), Lenses and extensions (100$+), tripod (150$+..You can get some for 30$, but they aren't good), lighting and other equipment. DSLRs are also complicated for beginners, are heavy..etc Bridge cameras look like DSLRs , so people will treat you more seriously, don't cost as much (around 300$), aren't heavy, but you cannot add lenses (You may be able to add some extension, like Raynox macro lenses).

no camera will let you take pro pictures (that is the job of the photographer, not the camera). for people starting out, any basic dSLR (around $600 U.S.) is good. I also recommend getting a book on basic photography.
