How do I combine pictures without Photoshop?

How do you combine pictures in photoshop elements?

• I have photoshop elements 9. I am wondering how to combine 2 pictures in the same frame. I tried 'creating' a collage, but the pictures were zoomed in and rotated weird, there was also a backround.   Resize both photos to make them the same height. Just as an example, let's pretend both photos are1200 pixels tall by 500 wide. Open one of the photos, now make the "canvas" bigger by 510 pixels - that way you can have a 10 pixel wide middle strip. Anchor the background extension on the left, so that it gets bigger on the right. Now add the second photo as a new layer and position it on the right hand side. When you're totally finished, save it as a PSD file, then flatten and save as a jpg.
