How Does Light Graffiti Work?

Perfect camera for light graffiti...?

• I am a photographer and I have recently become obsessed with 'light graffiti.' I've been testing it out for a while, using a slow shutter and an ISO of 100. But what I want to know is how I can take a picture with the light as well as have the rest of the background illuminated. I want to know if there is a certain camera or a film which can properly take a picture.   It doesn't take any special camera functions to make a picture like that, so any fully adjustable camera will work. The overall exposure will determine how bright the background is, while the f-stop controls how bright the moving light is. You obviously can control the brightness and speed of the light, too, as well as adding background illumination. In the picture you link to, it looks like the photographer added some light on and around the bench.
