What are the legal requirements to open a Cemetery?

Are there other cemeteries like SWAN POINT Cemetery, Providence RI, which do not allow photography?

  • Swan Point Cemetery is also known as the "Rhode Island Historical Cemetery Providence #3, on 585 Blackstone Blvd. Providence. During its hours of operation, one must check into the office before entering the cemetery. There is also a No-Photography rule. Years ago this particular cemetery had "Flower Shows" and it drew in crowds! A famous author, H.P. Lovecraft is buried here. Apparently he has a following. Possibly this rule is to discourage visitors to the author's grave. I really think this rule is excessive. There must have been an incident which caused the cemetery to implement this rule. I haven't checked with the City Hall yet, but will to see if this is legal. I have pictures of family gravestones taken over 15 years ago when the rule wasn't in place. Some historical cemeteries are closed year round and are only open up when it is a specific holiday, such as Memorial Day and Veterans Day. But until now I never heard of a cemetery which bans photography!
