How do I cut out an image using Gimp?

Using the GIMP or Photoshop, can someone tell me how to scale down an image without it becoming pixilated?

    In photoshop go to File>New then input the size of the image that you want ex.(500x500) then open your source file that you want to resize and use the move tool or Edit>Copy then go back to your newly created file and Edit>Paste then go to Edit>Free transform and drag out the corners to fit the size of your image then press Enter. You're Done!

In Photoshop go to Image>Image Size and give us the Length, Width and Resolution and we can go from there.

The way you do it is to resize the image you want smaller and keep the original. Once you make a file smaller, you loose all the data that made it possible to make prints and it is only good for about two things. Attaching to email or posing on the web. Always save your high quality images by backing them up on a CD and when you do resize them for Internet use, save them as a different file name. It matters not what program you use to do this.
