Try a basic photoediting program. Photoshop CS's demo is a good choice. Learning to layer images isn't that hard. Just google *AHEM* Yahoo search a tutorial! EDIT: I can do it for you in 20 minutes.

Go to Flickr.com. Check their tool sections. They have a collage maker for free. Picasa.com also has free software as well.

Actually microsoft powerpoint works great just make sure when you save it to save it as a JPEG. and not a "presentation"
