  Creating images like these will require an app that can do layers. You will also need to be able to control the canvas size. To achieve images like these, you need to be able to specify a canvas size that is 2 or 3 times the size of the individual layer and you need to be able to move the layers around to place them in the desired positions. I know that Photoshop Touch can do layers but it only works with tablets. ~
