How do you add a picture as a background?

How do i add a colorful background to a picture?

• i already downloaded photfiltre and know how to add backgrounds but where do you get the creative backgrounds like the girls with the layout sites

  Open any background you think is appropriate for the photo you are trying to find the background for. Use the magic wand on the background of the photo and invert it. Now ctrl-c to copy...... go to the background, and do ctrl-V to paste the pic. Now you can resize, add or remove contrast, make it big or small etc..... First finished, save as tiff format. It will tell you that it cannot save layers and that is okay. It will combine all the layers automatically. Use your imagination. Their are backgrounds all around us. You can even scan some in and keep them for future use.
