Where can I get a picture digitally made to look better with more clarity?

  • Ok so I met president elect obama last summer and my girlfriend took video of it and there is a shot where he is shaking my hand, but I want to make it a picture. The problem is if I pause the moment , the shadows caught it wrong and it looks kind of choppy. I want to have more clarity on it so I can frame it. Where can I get this done? Professionally because I don't know paint programs.
