    I would say go to Greenwich Observatory in Greenwich Park, that is one of the best places to view the Docklands and City from. The park itself is a Royal Park which means that there are virtually no restrictions on photography and you're free to take whatever equipment you want and spend as long as you want photographing. Primrose Hill is another park from which you have some elevation, however it's on the wrong side of London for photographing the City. One of the best low cost options is to climb to the top of St. Paul's Cathedral. There is an entrace fee (£12.50), but you get good views of the City here, the drawback is that because you're standing on it, the iconic St. Paul's will be missing from your shots. There is also a bar/restaurant at the top of the NatWest Tower (see Top Gear: Veyron vs. Plane episode). For the price of a drink (which is probably less than your St. Paul's ticket) you could get yourself up there, though I'm not sure how keen they'll be for you to drag in a DSLR though. This is assuming you are over 18. Alternatively wait until The Shard Observatory opens (in Feb 2013), and go up there. This is a dedicated viewing platform (á la USA/Canada), and you'll get some really good views from up there. Of course there will be an admission charge for it. If you're patient The Shard is your best choice.

find a building, like Canary Wharf or other buildings and ask the security... and "free" makes you sound like you are not taking it seriously... never try to do exactly what someone else does, make it personal... get a Sigma 10-20mm or Tamron 10-24mm... or use the 18-55mm at 18mm... and also get a polarising filter and maybe an ND filter... otherwise you might end up burning out the highlights...

I'm not sure if I'm being any help maties, argg. Parking garages, hills, bridges, apartment blocks, university libraries, restaurants and bars in office buildings? In America you can just pretend you belong somewhere and no one bats an eye. Don't show up to a uni library in overalls, don't go to the parking garage looking like a 16 year old looking to take pictures.

I have a relatively new sigma 8-16mm lens and I've been wondering the same question. It's hard to let any office buildings to allow you in due to health and safety regulations. London eye would have been tricky anyway, with people walking around the capsule. See if you can blag yourself a tour of the BT tower, that thing is huge.
