Free Photography Schools?

Hi Actually i'm holding a master degree in material science but i'm seriously falling for photography and have been doing it professionally and as a hobby for many years. My main interest in fashion photography and now i'm looking for some schools/universities which have international photography courses (such as bachelor) in English and charge no fees (or very low fees) since my budget is so limited. Please advise if you know somewhere (any country)! :)
