How to make my photos look really good with Gimp?

How do you make it look like there is water or paint running on someone in GIMP?

• Pretty much a friends band wants me to do a picture of the lead singer with blood running down his face, but he is allergic to the stuff in fake blood. So, I am wondering how do you make it look like there is a running thick liquid on someone's face using GNU Image Manipulation Program (GIMP)? I have the GIMP Paint Studio already, just need help figuring out the liquid thing.
