I just moved from an area where the last Office Supply store closed two years ago. Small independent art and Office supply stores will have those things -- though what you want these days are speedball lettering pens rather than quills -- metal nibs but quite acceptable. Parchment though is treated lambskin. You probably want paper in any event. Chain stores like Michaels will have inferior brands of this stuff. Staples used to carry it but dropped it. Look for an independent art or office supply store. And they will help you get it.

I think you can buy quills and ink at Hobby Lobby. I know they have calligraphy stuff and those pens with the feathers, so I think it's with all that. I do not know about parchment. You might google search some of these things though, I'll be there are a few places online that sell them. Oh and dickblick.com (an art supply store) is also good. Good luck.
