How do I animate manga from my computer?

How do people draw nice manga/anime/chibi pics on the computer without anything but a computer???

    All I know about it is they draw then scan it by the use of scanner and color it in the adobe photoshop

it's hard to draw with a mouse, so most people draw on the computer with a tablet. wacom makes the best ones. aside from tools, you also have to have drawing skills, of course. take a life drawing class, not a tutorial.

Use anything in the photoshop family. Its difficult to get use to buy with enough practice one can make really awesome stuff using the program.
