What is the difference between a vector image and a vexel image?

It seems that in deviantART, there are TONS of vectors, but only 4 vexels EVER. So, what exactly is a vexel?

A vexel image is an image which LOOKS like it was created with a vector drawing tool, such as Illustrator or Inkscape but was actually created with a paint program. I can't see why one would want one anyhow -- vector images are scalable raster images aren't as easily. Anyhow here is the Wikipedia article on it: http://en.wikipedia.org/wiki/Vexel
