Okay you can do it several ways. Using a program and your mouse, which in my personal opinion takes a lot of skill and precision. The other way you mentioned it, you can draw it and then scan it with a scanner or an all-in-one pinter. The best way to do it is to have a drawing panel for your computer, is a device that you can buy in many electronic stores (Best Buy I have seen it), is a pad with a pencil and you draw in it, with a software that you can change colors and and design and all sort of stuff, once you finish the drawing you can add things to it using another or the same software, the pad it self is not THAT expensive, but it all depends, on which one you buy, you can get a cheap one for starters and if you are improving and love it or is for professional use then you can buy an expensive one.
