What is a good website to go to that u can make your picture different colors?

like you can change the back round color and change the color of your eyes. where you can make your hair look brighter and stuff like that (not like blingee)........i tried to ask one of my friends about how she did that to her pictures and she wouldn't give it to me because she "pinky swore" she wouldn't tell anyone what it was......i was like what the heck who cares!! but anyway since someone didn't want to be a friend i thought i would ask some of u what website i could go to, to do that????

Try sumo paint or picknik (idk how to spell it) or just get paint shop or PhotoShop!!
