How to create vectors?

I am creating an RPG website and I wanna create 3D characters but not animated. Just pictures. Any free way?

• I though of drawing them and then scanning them and uploading them on the website but that would be really stupid and the colors would look really different from the other website. I know that I need to draw them first. That's easy. I've got people who will do that. The prob is, how I create them on the computer? I've heard something about vectors or something. Any free softwares to create 3D characters (non moving) and then save them as JPG or something so I can easily upload them in the website? Thanks!

  If you don't want to animate them and remain a little indie / low end game, forget 3D and stay either with pixel sprites or vectorized sprites (if you make your game in Flash or something). I'm sure you could find some enthusiastic artist out there that would be willing to join your gang. Ask around on game dev forms or even Pixel Art forums.
