How to make a cartoon?

I see cartoon dollmakers everywhere on the net, how do people get the dollz on the website and make them work.

• I see many cartoon dollmakers on the net, I see tutorials on how to paste dollz, but none on how to actually get a doll site up and running. How do you get the dollz on the web page and how do you make the click and drag clothing for the dollz. Is there some sort of program to buy to do this or is this all to be done at home on one's own computer. If anyone has a dollsite and knows the answer to this question please help me to learn how to create my own dollsite, I will not steal from you, I just want tips on how to get a web page up and going, because I can draw, and I want to create and design my own original dollz.
