How do I become an Animal Rescuer?

When I mean rescuer I don't mean someone that adopts dogs, nurses them back to help, or other things like that. I mean like the tv show Rescue Ink where they actually go around to piece of crap owners and take their pets away because they are mistreating them.

Hello. The procedure to become a person who “gives problems” (nicely put!) to animal abusers varies from state to state. In some, such people are peace officers, licensed to make arrests, while in others they work through animal welfare agencies and call upon the police force when assistance is needed.
