What is the best light fixture to buy for a planted aquarium?

• I would like to start a planted tank and need some advice on the best light fixture to purchase. I have a 30 gallon tank and I'm thinking of going with T5 lighting. Ideally, I would like to stay around the $100 mark and get a good light that will keep my plants healthy, green, and lush. Is T5 a good option or is there something else you would recommend? If T5 is that way to go, what brand fixtures do you recommend?   How much external light will the tank be getting? Build your own. I use LEDs. I try to put at least one SUPER bright led over each inch of the tank. Most of them are 5500k. I add ultraviolet LEDs. I get the 4 foot manufactured stings that are water proof and use 4 white strands to one ultraviolet. The ultraviolet makes the white appear whiter and is better for the plants. One set of the 4 white strands with one ultraviolet is the equal to a one tube fluorescent lamp go with several sets to get up to the desired light levels. http://www.youtube.com/watch?v=Hzo0pUHNn3E BTW my Lights are solar powered.
