Are birds plucked to get craft feathers? ?

Like the feathers for crafts that you can get at wal-mart and other places. They are real guinea fowl/ turkey/ peacock feathers. Are the birds plucked to get these feathers? Or are these feathers just from shedding?

I think they are picked up when they naturally fall out. Or this is kind of nasty but if the bird dies from natural causes they might use the feathers. BUT on the other side anyone will do anything to make a quick $$$ :(
