Yup. It's actually pretty common for puppies actually. Some outgrow it, but not all. First you'll have to rule out that it's not food based (did you recently change his food?) because puppies are especially sensitive to changes in diet. I know my shepherd is allergic to something in certain types of dog food, and itches almost constantly if she's been eating it - it makes her halter bother her so much that she used to shudder when I put it on her. If that's not the case, then you need to take it to the vet. They will be able to tell you what would be the best thing for you to do to ease your dog's symptoms, and be able to rule out any sort of parasite or illness.

Yes they can. My vet told me to try giving my dog a Piriton anti allergy tablet once or twice a day as it can help alleviate symptoms. (piriton available from drug stores).

I believe they can, because my dogs skin gets very red and irritated and itchy during season changes.
