How old do you have to be to volunteer in SPCA shelters?

Shelters That Are Pro Cesar Millan, Sacramento, CA?

I am looking for any dog shelters or rescue organization that use or endorse the teachings and philosophies of Cesar Millan and are located in the Sacramento, Northern California area. I really want to help rehabilitate the dogs that other shelters deem "unadoptable" due to correctable behavioral issues. I recently tried to volunteer at my local SPCA and was somewhat appalled to find that any dog that failed a behavioral exam was immediately eliminated. I am looking for a group who does not give up so easily.
