I have dish network. I am missing the number one remote. I want to program a universal remote. Will one work for the dish box?

Yes. Dish receivers support both IR and RF. RF is used for the dual remotes so someone does not have to be in the same room to control things. But IR does not have the concept of "number one" or "number two" - anything in the room can send commands and the unit will respond via IR. I have programmed my Harmony Logitech remote to run my Dish DVR including the special keys to skip and access the recorded listings.
