No, receiver do not up convert the signal you feed it to a higher resolution. You have new DVD players that do up convert the signal, but the Blu Ray disc player does a better job on this. Most manufacturer have stopped producing stand alone DVD players. Hope this will help you out.

No. Assuming you're using the HDMI connections, its just pass-through of the digital signal. If you're using component or composite connections, you actually lose a minute amount of video quality.
