How does a TV to PC Tuner work?

Kmart online website has a Steren TV-To-PC Converter With Tuner for about $89. Has anyone purchase one or something similar to it? Does it replace the antenna or does it enhance the reception?

It does not replace an antenna or other source. What that box does is basically connect to your PC monitor and speakers, and make it into a TV set you can use inedependant of the computer. You can connect your computer to it too, to use your monitor for PC purposes.
