Why won't my Time Warner Cable remote work?

My Time Warner Cable Remote Control volume doesn't work. Can someone help me fix it?

He set the volume on the TV to the max and the volume on the cable to the low. He even messed up the the remote set somehow and the volume for the cable box is out.
