Can a tv tuner card capture/record streaming video???

for example, if i want to record live streaming video playing in Windows Media Player, can i record it? and can i record video played on website "www.intv-inter.net" (Ukrainian/Russian) tv channels, which are played in the website's window. Something like youtube maybe...??? if can, what is the name/brand/model of this tv tuner card?
