How to make a non hd video hd?

  • is there a way where i can make a video that is not in hd like this one: http://www.youtube.com/watch?v=hOLxCX5qixs&feature=related see how the letters and stuff are real blurry. i know how to get rid of the black bars but i want to make it real clear like this one: http://www.youtube.com/watch?v=9LHCzOZ8WJI&feature=related i know i probley cant make it this high quality but us there a way i can still make it better quality. and i dont mean just make it hd on youtube i mean the video its self hd?? i have sony vegas 10 soo yea and i cant get an hd pvr cause there way too expensive. any help plz??
