How do I make my digital cable box work with basic cable?

I have basic cable and I've connected it to an older Motorola digital cable box, but nothing is happening. It continues to say "One Moment Please. This channel should be available shortly" and it gives me a reference number. Is it not working because I don't have a cable package with Motorola?

You call your provider and subscribe to digital cable, and get the box from them. There is little chance they will not authorize your box for service.

It isn't working because you haven't paid your cable TV company for the service. When you pay for the service, the cable company sends a signal through the cable to authorize the box. Even if you were paying for the service, you can't expect just any cable box to work with your system. You get what you PAY for. BTW, Motorola manufactures cable TV boxes, but is not a cable TV service provider.
