How do I program my remote control?

I have digital cable, with TIVO, from the company Time Warner Cable. The remote control that comes with the package can control everything except to change the television on or off and it also cannot control the volume. How do I get the remote to control these two functions?

I don't know about Time Warner, but Comcast uses Motorola DCT's The process for code search is : Press Cable then setup, hold setup untill Cable blinks twice. enter 991 , and cable will blink once slowly alternate pressing power, then cable, power, then cable, until the tv turns off. after TV turns off, press setup to lock the code.

Why not just call Time Warner Cable and ask them, all remotes are different.
