About the easiest & best way I know of is to use Joost. It's a program, free to download (now, used to require invitations), and they carry a huge number of channels from small and large content providers. A 'channel' is made up of a certain number of shows, any of which you can start at any time. (So it's not like normal TV, where if you click on a channel at 8:17 you'll be in the middle of a show.) One of the really great things about Joost is that, if you're watching a series (like Ren and Stimpy), all they have are whole episodes usually. So apart from something like Youtube, where an episode is broken up into 3-10 seperate videos, this is a really great option for TV on a laptop. The breadth of content available on Joost is pretty amazing. They've got animation (several Nicktoons channels, Channel Frederator, Gong (an anime network from Britain), Adult Swim), comedy, documentaries, drama (just about every soap I can think of, including stuff like Swingtown), entertainment (plus several popular podcasts like Diggnation), lots of music video channels, all kinds of news, sports.. it's crazy. Also, there are very, very few commercials, especially when compared to network TV. If you're watching a 30-minute episode, for example, you might see a 5 or 10-second commercial in the middle of the episode, ONCE during that episode. That's not a typo; not 3 minutes, not 1:50, not even a 30-second commercial; a FIVE second commercial. (By the time you realize it's a commercial, it's over.) Or, you might not have a commercial interruption at ALL during the episode, you might just see a little clickable button on the bottom right of your screen (not obscuring the viewing area at all, completely outside of it). If you compare this to, say, network TV, it's unreal; Joost gives you 5 seconds (or 0) of commercial for 30 minutes of programming, whereas NBC or FOX (or ABC or MTV or Nick or anyone else..) might give you as many as 13 minutes of commercials in a 30 minute time block. The video is great quality, definitely good enough quality to watch full-screen on a decent resolution (I use 1280x800 on my widescreen laptop) and not see any artifacting. Especially now that it's free and open, you should check it out. If you can't get an account for some reason, drop me a line at [email protected] for an invite, I've got a bunch I haven't used yet.

I don't know about US TV. But if you go to the BBC website you can watch streaming videos for programmes over the last 7 days. You can download the programs instead if you wish. Channel 4 has a similar service.
