How to get easy tether on ubuntu with no connectivity?

I downloaded the app from the android market installed the drivers from the website, connect my phone drag and drop\copy and paste the stuff over to ubuntu. It just sends me to the ubuntu market to install it. I do not have internet on ubuntu but i do on vista is there anyway to install the stuf i need through my phone or vista? Vista has internet ubuntu doesnt

download the .DEB file, copy it to Ubuntu then install it with the app manager or dpkg
