Help with Minecraft Server IP Address?

I am creating a Minecraft server, but I need an IP that will be accessible from anywhere, not just my home network. I don't want to use the IPs 192.168.1.xxx or 98.28.44.247. I also do not want to use Hamachi or any thing that I have to pay for.

If people don't use your ip address, then how else do you expect them to connect to you? An ip address is how computers on the internet are identified. There's no other way for me to connect to your server if I don't use your ip address.
