Answer:
Ed Fox may be half right, in that some ISPs restrict the rate of P2P traffic, but it's more likely that you're just connecting to a slow torrent, or that your bit-torrent client runs at a lower priority, allowing other processes to run smoothly. Oh, and there are plenty of legal uses for torrents -- Linux distros and open source office suites just two of them. Please educate yourself, Ed Fox.

None. The speed is controlled by the router and unless you make yours the only machine able to use it you can not control it. It has to be able to handle the connection for all connected machines. 2 Mbps is a very low broadband speed anyway for multiple use. You probably need to subscribe to a better connection, considering most services now are at least 4 Mbps, and 10 Mbps and upwards are standard.

upon using the Utorrent (while downloading) you can adjust the Bandwidth allocation, you can set it to HIGH, NORMAL and LOW. Then you can also set the Download and Upload limit. Hope this helps.

Perhaps your ISP is restricting the speed of your illegal downloads (there is no legal use for torrents)

Firstly, there is nothing you can do to suck speed out of other users of the internet... LOL Torrent speeds depends on seeders/peers so you may not be getting full speed because there are less number of people uploading the files you are downloading... Run a speed test by going to www.speedtest.net and check if you are getting 2mbps or not! If not, contact your ISP, and yes, illegal torrents are restricted by many ISP's in the US and UK AFAIK. In case you feel your internet speed is slower than usual, download a internet optimizer and run it to clean and optimize your system Try a different torrent(with more seeders) for same files Enjoy...
