How can I change another administrators password on windows server 2003?

I'm an administrator and I want to change another administraotrs password but it says I need to know their password to do it. Is there a way to do this without knowing the password?

open command prompt and type this: net user ADMINISTRATORNAME NEWPASSWORD

Are you doing it through AD? I never had it ask for that question when changing any other admins pw on server 2003 through AD.
