Why do I have slow web browsing and fast torrent streaming?

• I live in melbourne Aus, I use vodafone wireless broadband. since moving here 6 months ago my internet has been unbearably useless. Web browsing is ridiculously slow. 1-5 kB/s (yes kB/s, that's far slower than dial up!). yet when I start a bitTorrent client my speed immediately jumps up to 300+kB/s which is very acceptable. when torrents are downloading I am able to browse the web at normal speeds. why is my internet connection only fast when im downloading bit torrents? I have tried the following. changed browser: IE, FF, chrome de-branded my HUAWEI dongle from vodafone to MWconn (would recommend it) called vodafone (what a joke) speed test: with torrents: Speedtest.net > ping 109ms, d = 1.01Mb/s u= 1.34Mb/s without torrents: latency test error. 3rd attempt ping 86ms, d= 0.05Mb/s u = 0.05Mb/s Is this the ISP trying to throttle web browsing? any ideas would be great I've been trawling the forums for weeks but its such a specific problem to find.
