How do i get my modem to respond via telnet.?

I am using telnet commands to communicate with my modem. A friend of mine used his computer to access the modem via telnet but everytimei use my computer, I keep getting, no connection to host on default port 23. How can i get port 23 to listen?

By default, telent service is disabled in XP.Go to services and enable it.Right click on my computer-manage-services-telenet.
