What is the difference between a Linksys Router with/without VPN?

If I wanted to set up a VPN tunnel, what would be involved for configuring these routers

  You'll probably need to configure the shared keys to use to establish the VPN as well as the addresses to use (which in your case seems to be 192.168.1.0/24). As for the details, you'll have to look at the docs.
