I need to create a site with Forums, A place where photos are at.?

Hi! I need to create a Website. This is what is Needed! * Forums * Photo Area! (Not a Photo Ablum. Ever been to a site, with just photos on the page. Nothing else? That) I would like the site to have vBulletin. Of course, I want it to be free! Haha, I know! Vbulletin is never free. So, please, make the site cheap. ( Oh I want a com domain too) So, Please have a site which is really cheap! :)
