What's off peak on tpg?

My dad just purchased a 1TPG ADSL2+ Super Fast Medium 100GB broadband plan... and its says.. 50 gb peak + 50 gb off peak... and when i checked the account usage then i saw that we used peak download most of the time.. then i checked it says off peak is from 2:30am to 8:00 am.. does this mean i wont be able to use the 50gb off peak unless i download at those times?
