How can I gain experience for I can get an IT job?

Been looking for work for two years but have not recieved any responses dealing with IT preferably web design but all the jobs want experience. Do you know anyways I can gain experience to be considered for the position? Do you know any companies in Houston or organisations which will take me as a volunteer for I can gain experience? I have tried agencies, job sites, and other things but what it all balls down to is gaining experience. I am looking for companies or organisations in Houston which deal with IT preferably web design. Do you know any IT companies which will take volunteers? Any responses will be helpful.

Go downtown and ask for internships. If they like you they may pay or even give you a full time job.
