Why arnt my usb ports working?

hi i have this big problem with my hp laptop its a pavilion 1430-us model and this started about 3 months ago. so i was sitting on my bed using my laptop and i want to plug a usb device so i got my flash drive and i plugged it in the usb port and right when i plugged it my laptop shut off and restarted and so i was back to the home screen and i got a portable external hard drive usb device too see whats going on and when i plugged the usb device nothing happened just the light on the hard drive is really dim.and now i think i broke something inside of my laptop and it is not sending 5v to the usb ports any more right now it might be sending only 2v i sent my laptop out for repair 2 times and i specifically told them about the problem and they said no problem detected from the usb ports i know their is something wrong with my ports i used to plug in my hard drive and it would work perfectly i think i got a short when i plugged the flash drive in please help me is this problem in the motherboard or at the usb ports and if it is the mother board where is the chip or the thing that tells it how much power to send to the usb ports

Hi i find this amazing you have all this technical knowledge but you manage to damage the laptop with just not using some common sense. you gave it all away with the line i was sitting on my bed using my laptop. the bed clothes and heat are the issue here. stopping the fan from cooling the internal power supply and cooling the cpu. so it overheats and goes faulty and damages the devices. what more can i say the laptop should always be on a hard surface so ventilation is good other wise it will over heat. so take it to a tech but i think you have damaged it by cooking the devices on the motherboard.

I would like to know did you test the output voltage or are you just taking a guess at it? the power is not controlled by a chip on the board. power is routed to the usb through a series of resisters and capacitors. If a resister goes bad it can cause more resistance on the circuit lowering the actual output of the usb. It can also cause it to not output any power at all. Any kind of static electric can cause a resister to pop. The only way to figure out what resister it is is to open up the unit remove the board and check each resister in the circuit. But you need to know how to read the color bands or know what resistance each one shoud be. Also the power to the usb could be reduced depending on weather the laptop is pluged in or on batt . Check your current power config to see that the usb is not going into power saving on batt.
