The earth is through the AC plug. Ive done a lot of jobs using a spare PSU to get a PC running again. Its fully enclosed so safe to do. The mainboard takes its power, both live and neg from the PSU. The mainboard does however ground to the case so static can discharge through the case (if you look at the copper legs that mount the board to the case you will see how it works). If this will have no type of case then it is advisable to connect a wire from the board to a big piece of metal (I presume the board at least will be mounted to something metal!). This is for static discharge though and most boards will cope without it as static can get out through the PSU to the mains. To summarise, the PSU serves no purpose mounted to the case, it's not grounded via the mounting screws.

It is sensible but not necessary to ground the case. If you are concerned about grounding it is a simple job to add a grounding strap from the PSU case to the board that you are mounting the Motherboard on. I would use automotive connectors. If you put spade connectors on then it is easy to connect and disconnect as and when required.

Easy Peasy

A PSU has a power cord, that has grounding built into it, I have used a PSU without a PC case, and it worked fine.
