USB ports won't recognize devices, what do I do?

This is the third time I've posted this question. They just won't recognize anything plugged into them. I've already tried downloading new drivers; and I just got done uninstalling, then reinstalling everything under USB controllers on the device manager. I also tried updating the BIOS and power cycling, but nothing worked. I'm running vista on a Compaq CQ60.

Answer:
you need a new motherboard...you can still charge ur ipod because the PSU is still fine..the motherboard is fried, maybe because somehow the data pins got short-circuited
