Frame Rate In Metro 2033 Is Very Odd?

Hey I bought Metro 2033 for the pc. I am getting a strange frame rate and here is what was recorded from my benchmark, min - 27, max -161, average - 63. Should they be dropping so low? My specs for my pc are Core 2 Duo E8400 Asus 5850 4GB 800mhz DDR2 RAM. I run the game at 1600 x 900 res and all settings on high with DX9. Is this a normal frame range?
