    It all depends on what you're scanning. The best image file format at which to save the scanned images depends on the type of document and the intended usage. If you're scanning and emailing photographs, save the image files as JPG. Then use a file archiving program like WinZip (http://www.brothersoft.com/downloads/zip.html) to create and compress a ZIP file from those image files. Email this ZIP file as an attachment. If you're scanning documents where image details are crucial, then scan the images into a multipage TIF file. Use the free program IrfanView (http://www.irfanview.net) to create/scan the multipage TIF image. This creates a single file that you can email as an attachment. A PDF comprised of pictures is essentially useless and would be larger in file size than the sum of the actual image files. PDF uses the same image compression: JPG for color and grayscale images, TIFF CCITT/Group for monotone images. But adds additional "overhead" in file size. The resulting file--a single PDF--is unalterable unless the enduser has additional software to manipulate it. The images can't be exported (taken apart) from the PDF. Caution: a multipage, color, TIF file is going to be HUGE and unwieldy. It's best to reserve multipage TIFFs for black and white (monotone not grayscale) images.

The best way would be be able to save them as a multiple paged PDF file, that is, if you have that software availability. If the resolution of the documents/images are important, you're going to be very limited as to what you'll be able to send via email. An alternative to this would be compress the multiple scanned images into a .zip file and maybe host them with a given ISP. Unless you're limited to only yahoo. Then again you might be able to use the Yahoo suitcase? Or multiple images could be hosted to an image hosting site. Best of luck.
